BACKGROUND AND ANALYSIS

The proposed Rancho Del Oro Road and Mesa Drive Traffic Signal Project ("Project") is a Capital Improvement Program (CIP) project to construct traffic improvements at the signalized intersection. Improvements include replacement of traffic poles and signals, new traffic equipment, upgraded pedestrian ramps, and pavement rehabilitation. Currently, the traffic poles at the intersection are brown; however, per the City's Traffic Signal and Street Light Design Guidelines, new traffic signals and street lights installed along the Rancho Del Oro Road corridor shall have a galvanized gray appearance.

On March 26, 2025, the City Council approved a purchase order with California Electric Supply for procurement of the traffic poles for the Project. The equipment was procured ahead of time to minimize the impact of long lead times for receiving necessary project materials.

On March 11, 2025, staff formally advertised the Project for construction in accordance with the City's standard formal bidding procedures, notifying known local contractors of the project advertisement, and providing a longer bid advertisement period. Bids were publicly opened on April 15, 2025 (Attachment 1). Staff analyzed the bids; Quality Construction and Engineering, Inc. ("Contractor") had the lowest responsive and responsible bid.
