BACKGROUND AND ANALYSIS

On January 22, 2014, the City entered into a Performance of Services Agreement (Attachment 2) with NetFile Inc., in an annual amount of $18,000 to provide software and maintenance services to support the electronic filing system of Campaign Disclosure Statements and Statements of Economic Interest (SEI). Since the adoption of the City's Ordinance No. 14-OR0050-1, requiring online or electronic filing of Campaign Disclosure Statements and Statements of Economic Interest reports, candidates, political action committees and designated positions in the City have complied with the filing requirements. The City Clerk serves as the filing official/officer for the Fair Political Practices Commission (FPPC) for these forms.

On February 6, 2019, Council approved Amendment 1 to the Performance of Services Agreement in the amount of $18,000 annually for a two-year extension.

On December 15, 2021, Council approved Amendment 2 extending the Performance of Services Agreement for an additional four years.
