BACKGROUND AND ANALYSIS

The Pier View Way Bridge ("Pier Bridge") is a 96-year-old concrete structure originally constructed in 1927 to provide primary access to the Oceanside Municipal Pier. Located between the Junior Seau Beach Community Center and the Junior Seau Pier Amphitheater/Bandshell, the bridge connects Pacific Street to the pier along Pier View Way.

Originally designed with a public dining room at its western end, the structure was repurposed in 1987 to house the City's Lifeguard Headquarters. However, over time, both the Pier Bridge and the Lifeguard Headquarters have significantly deteriorated despite ongoing maintenance. A 2007 Waterfront Facility Inspection Report-updated in 2018-determined the Pier Bridge to be in poor physical condition and in need of major long-term structural upgrades. Additionally, the current Lifeguard Headquarters no longer meets the operational needs of the City's Lifeguard Service, requiring expansion to accommodate future service demands.

To address these issues, the City Council approved a PSA with Moffatt & Nichol, Inc. on March 10, 2021, to initiate Phase 1 - Schematic Design for proposed rehabilitation or replacement options for the Pier Bridge and Lifeguard Headquarters.
