Staff recommends that the City Council approve a Professional Services Agreement (PSA) with Interfaith Community Services (ICS), in the amount of $233,000, for operation of Oceanside Bridge Housing for Fiscal Year (FY) 2026-27, and authorize the City Manager to execute the agreement upon receipt of all supporting documents.

BACKGROUND AND ANALYSIS
The Housing and Neighborhood Services Department administers programs that support homelessness prevention, intervention, housing stabilization, and permanent housing placement efforts throughout the City of Oceanside. These efforts include coordination with the Oceanside Housing Authority (OHA), outreach providers, behavioral health partners, and housing navigation programs intended to assist individuals and families experiencing homelessness.
The Oceanside Bridge Housing Program addresses an identified gap within the local homeless response system by providing short-term transitional housing and coordinated supportive services for individuals experiencing homelessness who have an identified pathway to permanent housing but require interim housing stabilization.
Bridge Housing is intended to support individuals and households who are actively engaged in a housing plan but are awaiting permanent housing placement, rental subsidy issuance, or resolution of barriers that delay immediate housing access. The program also supports participants connected to local outreach initiatives, Housing Choice Voucher (HCV) programs, Rapid Rehousing (RRH), Veterans Affairs Supportive Housing (VASH), Supportive Services for Veteran Families (SSVF), and other housing-focused interventions.
