Staff recommends that the City Council approve a Professional Services Agreement (PSA) with Interfaith Community Services (ICS), in the amount of $228,000, for operation of Oceanside Bridge Housing for Fiscal Year (FY) 2025-26, and authorize the City Manager to execute the agreement upon receipt of all supporting documents.

BACKGROUND AND ANALYSIS
The Housing and Neighborhood Services Department administers programs supporting homeless prevention, intervention, and housing stability, including management of Housing Choice Vouchers (HCVs). Bridge Housing addresses an identified service gap by providing short-term accommodation for Oceanside residents experiencing homelessness, including those receiving support through the Encampment Resolution Fund project, Homeless Outreach Team (HOT), and Oceanside Housing Authority (OHA) while they await access permanent housing.
Bridge Housing is a type of transitional housing that provides temporary living arrangements for individuals who have a housing plan but are awaiting voucher placement or facing barriers to securing immediate permanent housing. ICS owns 12 transitional housing units on Division Street, with three units (twelve beds) dedicated for Bridge Housing. The program prioritizes individuals who:
? have received HCVs and are searching for housing;
? veterans working with Supportive Services for Veteran Families (SSVF) or Veterans Affairs Supportive Housing (VASH); or
? are enrolled in Rapid Rehousing programs, or require short-term housing stabilization that have a Permanent Housing plan.
