BACKGROUND AND ANALYSIS

The AFG Program provides financial assistance to eligible fire departments, non-affiliated emergency medical service organizations, and State Fire Training Academies for critical training and equipment.

The City of Oceanside has been awarded $340,747 in reimbursable grant funds through the AFG Program, with a performance period from August 13, 2024, to August 12, 2026. As a condition of this award, the City is required to contribute a fund match of $34,075 in non-federal funds, representing 10 percent of the federal funds awarded. The 10 percent cost-sharing requirement under the AFG Program is based on the population served and protected by the City of Oceanside, which falls within the range of 20,000 to 1,000,000 people.

The Fire Department will use the $374,822 to purchase Self-Contained Breathing Apparatus units with harnesses and accessories, cylinders, and face pieces. These items will replace outdated and non-compliant respiratory equipment, bringing the department into compliance with National Fire Protection Association (NFPA) 1981/1982 standards, as well as National Institute for Occupational Safety and Health (NIOSH), and Occupational Safety and Health Administration (OSHA) regulations.
