Staff recommends that the City Council adopt a resolution to establish a "No Parking, 6:30 a.m.- 8:30 a.m. and 2:00 p.m.- 4:00 p.m., Monday through Friday" zone on the east side of South Horne Street between Seagaze Drive and Topeka Street.

BACKGROUND AND ANALYSIS
South Horne Street between Seagaze Drive and Topeka Street is a two-lane local street with a speed limit of 25 mph. The street is bordered by Oceanside High School on the east side and by private residences on the west side. There is adequate on-street parking on the west side of South Horne Street to serve the residences.
In 2001, the City approved a resolution to establish no parking on South Horne Street from 6:00 a.m. - 8:00 a.m. and 1:00 p.m.- 3:00 p.m. to accommodate a school bus zone for loading and unloading of students. However, the school schedule has since changed. School commences at 8:30 a.m. every day and ends at 3:20 p.m., except for Wednesdays when school ends at 2:50 p.m. Therefore, City staff received a request from Oceanside High School staff to modify the current parking prohibition on South Horne Street to better align with the current school bell schedule and the school bussing schedule. To reflect the current school schedule, it is being proposed to establish "No Parking, 6:30 a.m.- 8:30 a.m. and 2:00 p.m.- 4:00 p.m., Monday through Friday."
FISCAL IMPACT
The installation of the proposed signs would cost approximately $500 and will be charged to the Traffic Control System Account 640621101.5355 which has a balance of $135,677. Therefore, sufficient funds are available.
