TITLE: RESOLUTION ACCEPTING ADDITIONAL $25,000 STATE OF CALIFORNIA, DEPARTMENT OF PARKS AND RECREATION, BOATING AND WATERWAYS DIVISION GRANT, AND APPROVING A GRANT AGREEMENT

Staff recommends that the Harbor District Board of Directors adopt a resolution accepting an additional $25,000 in supplemental grant funding from the California Department of Parks and Recreation, Boating and Waterways Division for the Surrendered and Abandoned Vessel Exchange (SAVE) Program awarded to the Oceanside Small Craft Harbor District (District) for a total grant award of $33,000 for the removal and disposal of abandoned, wrecked or dismantled vessels, or parts thereof, or any other partial submerged objects; approve the grant agreement which requires the City to match ten-percent or $2,500 of the grant funds; and authorize the Administrative Officer, or designee, to execute all associated grant documents upon receipt of all supporting documents.

BACKGROUND AND ANALYSIS
The Oceanside Small Craft Harbor District (District) manages approximately 1,000 boat slips in Oceanside Harbor and requires vessel owners to maintain their vessels' good appearance and seaworthiness. Vessel owners who are unable to maintain their vessels and pay their slip fees often abandon their vessel in the harbor which creates blight and environmental dangers. To deal with this issue, the Harbor District applied for a grant through the Surrendered and Abandoned Vessel Exchange (SAVE) program. This grant is available to local public agencies applying for what was previously described as the Abandoned Watercraft and Abatement Fund (AWAF) and Vessel Turn-In Program (VTIP).
