Staff and the Harbor and Beaches Advisory Committee recommend that the City Council and Harbor District Board of Directors approve the Harbor and Beaches Advisory Committee’s Fiscal Year 2026-28 Workplan.

BACKGROUND AND ANALYSIS
As specified in the Harbor and Beaches Advisory Committee (HBAC) bylaws, a workplan shall be submitted to the City Council/Board of Directors annually.
In accordance with City Council Policy 100-22, the FY 2026-28 Workplan has been prepared for review and approval by the City Council and the Harbor District Board of Directors.
At its February 16, 2026 meeting, the Committee approved its Workplan for the next two years. Tasks include addressing unauthorized use of Harbor property and illegal liveaboard activity; reviewing and recommending edits to codes and rules; identifying ways to increase business at the Harbor and improve the Harbor’s overall appearance; determining standards for vessel appearance; recommending updated requirements for “six-pack” charter operations; recommending ways to ensure on-time slip rent payments; providing input on the proposed fiscal year budget; and making recommendations on budget adoption to the Council and Harbor District Board of Directors.
FISCAL IMPACT
There is no fiscal impact.
COMMISSION OR COMMITTEE REPORT
The 2026-2028 Workplan was approved by the HBAC at its February 16, 2026 meeting.
