TITLE: AMENDMENTS TO PROFESSIONAL SERVICES AGREEMENTS WITH DUDEK AND RECON ENVIRONMENTAL FOR ON-CALL ENVIRONMENTAL ENGINEERING SERVICES FOR WATER AND SEWER CAPITAL IMPROVEMENT PROGRAM

??Staff recommends that the City Council approve Amendment 1 to each of the Professional Services Agreements with Dudek and Recon Environmental in a not-to-exceed amount of $100,000 per fiscal year per agreement, for a not-to-exceed total amount of $200,000 per agreement for the remaining two-year term, for a total not-to-exceed contract amount of $300,000 per firm, with an option for two one-year extensions for on-call environmental engineering services for Water and Sewer Capital Improvement Projects; and authorize the City Manager, or designee, to execute the amendments.?

BACKGROUND AND ANALYSIS
The Water Utilities Department's Capital Improvement Program (CIP) has a proposed budget of approximately $80 million in anticipated projects in Fiscal Year 2025-26. Major CIP initiatives over the next five years include the Downtown Water and Sewer Pipeline Replacement (currently in phase two of five phases); Lower Recycled Water System Expansion; and Sewer Centralization Projects which include the Buccaneer Lift Station, Oceanside Mesa Garrison Lift Station, and associated force mains.
The environmental engineering services to be provided under these agreements are specifically intended to cover projects with environmental review costs of less than $100,000. These services provide flexibility to perform time-sensitive work that allows projects to advance quickly to design, advertisement, and construction. The ability to access environmental expertise on an as-needed basis ensures compliance with regulatory requirements, supports efficient design development, and enables timely responses to unforeseen circumstances.
