Staff recommends that the City Council approve Amendment 1 to the Professional Services Agreement with Interfaith Community Services to continue providing two Outreach Social Workers under the Homeless Services Manager in support of the Homeless Evaluation, Assistance & Response Team (HEART); update the scope of work to reflect the City's transition to a civilian-led outreach model; extend the agreement through June 30, 2028, in the amount of $520,000 for a revised total contract amount of $1,040,000; and authorize the City Manager, or designee, to execute the amendment.

BACKGROUND AND ANALYSIS
Homelessness is a multifaceted issue with many contributing factors, and the unique circumstances of each individual experiencing homelessness require an individualized, person-centered approach. Outreach Social Workers play a critical role in providing engagement, case management, resource navigation, and connections to housing and supportive services tailored to each client's needs.
On April 24, 2024, the City Council approved a Professional Services Agreement with Interfaith Community Services to provide two Outreach Social Workers assigned to the Oceanside Police Department's Homeless Outreach Team (HOT). The agreement, effective July 1, 2024, through June 30, 2026, authorized services in an amount not to exceed $260,000 annually.
