BACKGROUND AND ANALYSIS

Since 1995, the State of California Department of Alcoholic Beverage Control (ABC) has awarded grants to local law enforcement agencies to develop an effective, comprehensive, and strategic approach to eliminating the crime and public nuisance issues associated with problem alcoholic beverage outlets. The goals of the Alcoholic Beverage Control Alcohol Policing Partnership Program are to reduce underage drinking and the resultant Driving Under the Influence (DUI) driving injuries, fatalities, and/or property damages, and reduce youth access to alcoholic beverages through the education of licensee(s), enforcement intervention, and the impressions of omnipresence of law enforcement.

In June 2025, the Oceanside Police Department (OPD) was notified that its 2025/26 ABC grant proposal was selected for funding in the amount of $39,298. The grant funds will be used for overtime expenses to conduct Informed Merchants Preventing Alcohol-Related Crime Tendencies (IMPACT) inspections, "Shoulder Tap," and "Minor Decoy" operations and for general undercover operations that target problematic ABC-licensed establishments and outdoor events, as well as provide continuing education to Patrol Officers regarding ABC laws.
