BACKGROUND AND ANALYSIS

The project site consists of a vacant 43.50-acre parcel ("Parcel Area") located at the western terminus of Olive Drive, south of Oceanside Boulevard and west of College Boulevard (APN: 162-111-04). The project site is adjacent to the College Boulevard Sprinter Station and connects directly to the Oceanside Boulevard/College Boulevard Smart Growth Opportunity Area designated by the San Diego Association of Governments (SANDAG).
