BACKGROUND AND ANALYSIS

Apple Street is located south of the Goat Hill Park Golf Course and runs parallel to Oceanside Boulevard. The projects limits extend along Apple Street from Goat Hill Drive to Greenbrier Drive.

The project will close an existing sidewalk gap along the north side of Apple Street by constructing new sidewalk, provide additional parking spots through the installation of diagonal striping to better serve the nearby residences and businesses, reconstruct the asphalt concrete pavement and associated cross gutter to allow for smoother roads, and upgrade pedestrian curb ramps to meet Americans with Disabilities Act (ADA) requirements.

The Project was advertised on May 11, 2026, in accordance with City Procurement Policy AD-21. Twelve (12) bids were received on June 22, 2026 and publicly opened (Attachment 2). After Staff performed a detailed analysis of the bids, it was determined that R.P General Construction, Inc. was the lowest responsive and responsible bidder.

Construction is anticipated to begin by early Fall 2026 and be completed in approximately three months.

FISCAL IMPACT

Construction costs for the proposed Project, including staff time, inspection, and project contingency, are estimated to be $888,616. A contingency of $200,000 is requested to address potential site conditions that might require field change orders, avoidi...
