BACKGROUND AND ANALYSIS

The Regional Task Force on Homelessness (RTFH) serves as the primary agency for the San Diego Continuum of Care (CoC) and allocates regional and state funding to local jurisdictions. On October 2, 2023, RTFH issued a Super Notice of Funding Opportunity (SNOFO) that presented various funding opportunities from different sources under one competitive application process. The SNOFO prioritized funding that aligns with the Regional Community Action Plan to Prevent and End Homelessness in the San Diego Region. The overall objective of the SNOFO was to fund programs that enhance access to housing, promote housing retention, ensure equitable service delivery, and include individuals with lived experience.

Following the competitive application process, RTFH awarded 28 contracts totaling over $9.8 million across the region. The City of Oceanside received $421,473 for diversion activities, which funds the Oceanside Housing Authority's (OHA) Social Workers. Additionally, the City received $383,000 for the Safe Parking Program, which will continue until December 31, 2025. An extension of the Safe Parking Program is anticipated and will soon be scheduled for City Council consideration.
