??Staff recommends that the City Council approve Amendment 1 to the Professional Services Agreement with West Yost Associates, in an amount not to exceed $59,360 for a total contract amount of $484,063, to provide expanded design and engineering services for the Water Treatment Plant's Facility Plan; and authorize the City Manager, or designee, to execute the amendment.

BACKGROUND AND ANALYSIS
The City's Water Master Plan identifies capacity and regulatory needs for Oceanside's potable water system. Previous updates (2010 and 2015) identified and prioritized improvements to the distribution system, but not a full condition assessment of the City's two Water Treatment Plants (WTPs).
In 2012, Carollo Engineers completed a facility needs assessment that prioritized recommended improvements. Since then, many of those projects have been completed through the annual Capital Improvement Program.
To guide future capital improvement planning, the Water Utilities Department is finalizing a Water Treatment Plants Facility Plan to document the current condition of the Mission Basin Groundwater Purification Facility and the Robert A. Weese Water Filtration Plant. The Plan will evaluate asset conditions, identify short- and long-term improvement needs, estimate project costs, and prioritize implementation to ensure reliable and efficient operations that meet future regulatory and capacity demands.
