BACKGROUND AND ANALYSIS

The City of Oceanside, in partnership with the City of Carlsbad, implemented the Encampment Resolution Fund (ERF) Program to address encampments along the State Route 78 corridor from Buena Vista Lagoon to the Vista city limits. The program utilizes a coordinated "Housing First" approach focused on outreach, case management, housing navigation, interim housing, rapid rehousing, and long-term housing stabilization. Interfaith Community Services (ICS) serves as the lead service provider responsible for field outreach, By-Name List coordination, housing placement activities, and stabilization services.

The ERF Program operates through a zone-based model that prioritizes sustained engagement and coordinated case management within designated encampment areas.
