TITLE: AMENDMENT 3 TO THE PROFESSIONAL SERVICES AGREEMENT WITH DOKKEN ENGINEERING FOR THE CLEVELAND STORM DRAIN UPGRADE PROJECT
RECOMMENDATION

Staff recommends that the City Council approve Amendment 3 to the Professional Services Agreement (PSA) with Dokken Engineering ("Dokken"), in the amount of $95,475 for a total contract amount not to exceed $1,126,703, for additional engineering design services for the Cleveland Storm Drain Upgrade Project ("Cleveland Storm Drain"); and authorize the City Manager to execute the amendment.

BACKGROUND AND ANALYSIS
The City's current Master Plan of Drainage (MPD) identifies areas throughout the City where additional storm drain infrastructure would provide greater protection. Due to the potential impact of flooding to residential and commercial properties, the Cleveland Storm Drain Upgrade project is identified in the MPD as a top priority project. The project consists of design, hydrologic and hydraulic analysis, and construction of reinforced concrete storm drain pipes and appurtenances along Cleveland Street from Seagaze Drive to Surfrider Way. The project objective is to upgrade the system to comply with the MPD's recommendations and current design standards.
On October 18, 2017, the City Council approved a PSA with Dokken in the amount of $586,578, for engineering consulting services for the proposed Cleveland Storm Drain Upgrade project.
On May 22, 2019, the City Council approved Amendment 1 to the PSA with Dokken in the amount of $243,670, for the proposed project. Amendment 1 decreased the scope of work for construction surveying, and increased the scope of work for design survey, geotechnical engineering, potholing, utility locating, and design for sewer and water improvements of Surfrider and Seagaze Drive.
