TITLE: AMENDMENT 4 TO THE PUBLIC WORKS AGREEMENT WITH SINGH GROUP INC. FOR ENCAMPMENT-RELATED TRASH REMOVAL

Staff recommends the City Council approve Amendment 4 to the Public Works Agreement (PWA) with Singh Group Inc. ("Singh Group"), in the amount of $935,492, for a new agreement total not to exceed $3,192,610 for encampment-related trash removal services; and authorize the City Manager to execute the amendment.

BACKGROUND AND ANALYSIS
The following is a summary of actions approved by the City Council in relation to the City's existing PWA with Singh Group for encampment-related trash removal:
* February 2022: Development Services staff solicited proposals for encampment-related trash removal in accordance with the City's Procurement of Goods and Services Directive. Singh Group was selected as the most qualified proposer as well as the lowest bidder on a price per crew per day basis.
* June 22, 2022: The City Council approved a two-year PWA with Singh Group to complete encampment-related trash removal throughout the City.
* December 7, 2022: The City Council approved Amendment 1 to the PWA, which added a second crew and increased services to five days-per-week for a new PWA total of $466,278.
* June 7, 2023: The City Council approved Amendment 2 to the PWA, which added a third crew for a new agreement total of $1,349,754.
* June 26, 2024: The City Council approved Amendment 3 to the PWA to maintain that same level of service for FY 24-25.
Staff requests City Council approval of Amendment 4 to the PWA (Attachment 2), which would facilitate extending the existing level of service provided by Singh Group for one additional year.
