BACKGROUND AND ANALYSIS

The Grace Street Development project, is a twenty-three (23) lot subdivision (four common lots, 19 numbered lots, and one remainder lot) for single-family residential purposes located on a 1.68-acre portion of the 6.00-acre site located at 240 Grace Street. The owner of the property is First Baptist Church of Oceanside. See Attachment "1", vicinity map.

On July 14, 2025, the Planning Commission voted 5-0-2 (Dodds & Redgate absent) to adopt Resolution No. 2025-P16 approving Tentative Map (T24-00005), Development Plan (D24-00016), and Density Bonus (DB24-00007). See Attachment "2".

On July 24, 2025, an appeal to the Planning Commission's decision was filed with the City Clerk. See Attachment "3".

On October 15, 2025, the City Council voted 5-0 to adopt Resolution No. 25-R0594-1, approving Tentative Map (T24-00005), Development Plan (D24-00016), and Density Bonus (DB24-00007). See Attachment "4".

A reduced copy of the Final Map is provided as Attachment "5."


ANALYSIS
All financial arrangements have been satisfactorily completed. All pertinent documents have been properly executed by the owner. All grading, public improvement, and drainage designs comply with City ordinances.
