BACKGROUND AND ANALYSIS

The Development Services Department's Engineering Division is responsible for managing an estimated $130 million CIP budget over the next five fiscal years. Project-level environmental review in compliance with the California Environmental Quality Act (CEQA) is an important component of the CIP.

On March 22, 2023, the City Council approved 13 PSAs, including one with Dudek, for CIP as-needed engineering and construction support services, which allow the Engineering CIP staff to quickly adjust staffing levels and provide technical support on an as-needed basis. The existing PSAs include eight engineering and construction support services and are set to expire June 2026.

The Engineering Division has several CIP projects in development that require environmental and biological services. To help ensure the seamless and efficient completion of such projects in a more accelerated manner, staff requests City Council approval to increase the dollar amount of the existing PSA with Dudek for environmental and biological services, as well as continued on-call construction management services, while maintaining the original contract expiration date of June 2026.
